The 2030 Sustainable Development Agenda places decent work for all, the ILO mandate and the purpose of social justice at the centre of policies for sustainable and integrated growth and development. The current crisis caused by the COVID-19 pandemic has shown that those countries that have public policies and inclusive institutions have taken action to respond appropriately to the current health crisis. Strengthening institutions in this regard and addressing the impact of COVID-19 on indigenous peoples would make it possible to advance in models that expand social coverage, understanding the high vulnerability, complexity and cultural diversity, as reflected in Latin American data. The data reveal that the economic crisis and recession will also put pressure on the informal economy, impacting disproportionately on indigenous women and men who work predominantly in the informal economy mainly in rural areas, with little or no social protection, loss of income as a result of blockade measures, and stagnation of their local economies. This situation of high vulnerability will be increased if government policies and/or actions are approached from a homogeneous approach, which would make indigenous peoples invisible, aggravate poverty levels among this population, and undermine the efforts that both governments and the international community have undertaken to respond to the health and economic crisis. In that regard, this intervention will be geared towards promoting Convention No. 169 as an effective tool for improving the living conditions of indigenous peoples. To that end, we will work with entities that have responsibilities for indigenous issues, with a view to promoting the creation of an indigenous State institution that ensures coordinated and systematic action with the participation of indigenous peoples in the design and implementation of public policies for social coverage, economic revitalization and impact mitigation in the face of the COVID-19 crisis, while strengthening local and/or community economies through training to improve the entrepreneurship of indigenous women and youth.
