Compliance assessment tool adaptation for the garment sector

Better Work supports the request of its brand partners to ensure the Social and Labor Convergence Program (SLCP) convergence framework can be used to reduce duplication and increase impact in the industry. From the ILO perspective, the tool must be sufficiently succinct yet robust, based on national law and international labor standards, produce the data required to secure improvements, and be supported by global and national stakeholders, including national governments, in order to be successful. Better Work represented the ILO on the SLCP Steering Committee and provided input as the initial tool was developed. The programme also piloted the current SLCP tool in 2019 in 20 factories in Indonesia. The pilot results showed that the tool had a range of benefits for participating factories. However, important adaptations would be needed to shorten the tool, ensure compliance decisions based on national law and international standards, include worker voice, and ensure a final tool developed in consultation with and supported by national constituents. As a next step to support these adaptations, Better Work proposes for this project the following: (i) Revision and rationalization of the SCLP tool to reduce its length and align it with national laws and international standards and ensure the ability to measure compliance performance against these standards; (ii) Scaling of a hosting platform to include needed functionalities, including the ability to share data across other platforms and with industry stakeholders, eventually at the national level; (iii) Tool adaptation for additional countries, starting with Bangladesh and Vietnam, including virtual consultations with factories and constituents where possible
