More employment generated by rural infrastructure investment programmes
This intervention focuses on the promotion of decent working conditions, tripartite dialogue and large-scale employment-intensive public works programs as part of effective measures to support economic recovery in the aftermath of the COVID-19 crisis in Timor-Leste. Poverty and underemployment levels in Timor-Leste are high, particularly among rural people in the informal economy. This situation has been aggravated by the COVID-19 restrictions. Whereas several infrastructure projects exist, they do not explicitly target the most affected rural community and are not modelled around emergency employment support that necessitates quick delivery, high labour-intensity and low delivery costs. Through the intervention, direct employment opportunities for the rural poor and vulnerable population are provided through routine road maintenance activities in 12 municipalities in Timor-Leste. Out of 1,850 direct beneficiaries - 50% are women, 2% persons living with disability and returning migrant workers. The expected results of the RBSA funded intervention are twofold: (1) direct employment of the rural poor in employment intensive public infrastructure development and (2) strengthened capacities for effective dialogue between tripartite constituents on design, implementation and monitoring of emergency employment-intensive public works programmes.
