Strengthened capacity of member States to ratify and apply international labour standards
Liberia has faced challenges in ratifying and applying ILO conventions and in meeting its reporting obligations. It remains one of two countries in West Africa yet to ratify all the ILO core Conventions, with the Equal Remuneration Convention, 1951 (No. 100) and the Minimum Age Convention, 1973 (No. 138) outstanding. The country is also yet to ratify the 1986 amendment to the ILO Constitution. In 2019, the ILO Committee of Experts on the Application of Conventions and Recommendations adopted a General Direct Request to the Government of Liberia to submit all its outstanding reports and provide responses to the Committee’s comments about the implementation of ratified Conventions. Through this RBSA-funded intervention, the ILO is cooperating with the Government, the Parliament, workers’ and employers’ organizations to identify and address capacity needs through training and the implementation of information, education and communication activities focusing on ILO conventions and their role in labour market governance. As social dialogue is essential for ratification, implementation and reporting on ILO conventions, the strategy also aims at developing the capacity of the tripartite Labour Advisory Council. The expected end-result of this intervention is tangible progress towards ratification of core and other relevant Conventions and the amendment to the ILO Constitution, as well as timely compliance with ILO reporting obligations.
