Constituents have taken initiatives in policy areas that facilitate the transition from informality to formality
This initiative aims at accelerating the transition to formality in the household services, agriculture and fisheries sectors in Kingston, Jamaica, while taking urgent actions to mitigate increased vulnerability of targeted workers – female domestic workers and micro-/small-scale farmers – in the COVID-19 crisis situation. To achieve this aim, the strategy focuses on supporting the Jamaica Employers Federation to develop and implement advocacy campaigns, and improving its technical knowledge, negotiation skills, and capacity to extend services and support to its members. It also focuses on improving the capacity of workers’ organizations, namely the Jamaica Household Workers Union, Jamaica Fishermen Cooperative Union, and Jamaica Confederation of Trade Unions, for organizing advocacy campaigns, their effective participation in social dialogue, and for delivering services and training in support of their members in transition to formality. The strategy encompasses work with the Ministries of Labour and Social Security and of Industry, Commerce, Agriculture and Fisheries, among other competent national authorities and institutions, to ensure application of labour standards in the workplace, and operationalise programmes to certify skills relevant for ‘blue jobs’ in sustainable ocean economy, and deliver training to micro-small agriculture operators and female domestic workers. The strategy also addresses the need to assess the impact of COVID-19 on the informal economy in Jamaica and facilitate tripartite negotiations in order to improve national legislation to protect domestic workers and empower labour officers.
