Enabling environment for sustainable and resilient enterprises generating employment and decent work in the COVID-19 post-crisis recovery
This intervention helps address both the negative impacts of the COVID-19 pandemic on the Georgian economy and ongoing efforts by the ILO constituents to enhance competitiveness and the export orientation of the economy, support the business environment, and formalize and grow enterprises. The intervention provides employers’ and workers’ organizations with the tools to measure and assess policies and supports them in implementing solutions, including in the areas of business continuity and occupational safety and health/COVID-19. Partners are the Georgian Employers Association (GEA), Georgian Trade Union Confederation, the Ministries of Labour, Economy, Finance and Education, Enterprise Georgia and the Georgian Innovation and Science Agency. Other important stakeholders are women entrepreneurs’ organizations, business service providers and investment promotion agencies. The expected results are threefold. Firstly, policy recommendations for economic growth, job creation and enabling environment for sustainable enterprises are developed for the target sectors of strategic importance to adapt to post-COVID recovery. Secondly, the capacities of employers’ organizations to play a central role in identifying COVID-19 post-crisis recovery measures that make enterprises more sustainable and resilient will be increased, as will be the capacities of workers’ organizations to preserve adequate labour protection and workers’ rights at enterprises. Finally, social dialogue will be strengthened as a means to support joint responses to the impact of the COVID-19 on the world of work and define policy proposals in line with decent work principles.
