Enhanced capacity of the government and social partners to develop a national labour policy, and mainstream SDGs relating to employment and DW into national development and crisis response frameworks

This intervention supports the Lebanese government in its efforts to tackle the labour market repercussions of the protracted economic crisis amplified by with COVID-19 crisis, in addition to addressing the country’s longstanding structural employment challenges facing women and men. It aims to provide a coordinated response to the employment challenge addressing the immediate needs of the crisis-affected population, while providing a roadmap for a sustainable and inclusive labour market recovery and development. The intervention is structured around the following mutually supportive components: i) collection and analysis of updated and sex-disaggregated labour market data and statistics for evidence-based policy development; ii) expanded knowledge based on the labour market situation in the country; iii) strengthening institutional capacity of tripartite consitutuents for employment related policy-making. The intervention will be implemented in close cooperation with the Ministry of Labour, the social partners and the Central Administration for Statistics. The expected end results of the intervention include: i) a gender-responsive National Employment Policy for sustainable recovery is developed based on updated labour market data and enhanced tripartite national capacities; and ii) a permanent National Tripartite Council on Employment is established ensuring the involvement of the social partners and all relevant stakeholders (e.g. representatives of women, youth and informal workers, amongst others) in the policy implementation follow-up and monitoring.
