Strengthened capacity of Government and Social Partners to develop policies and programs that facilitate the transition of the informal economy to formality
This intervention aims to strengthen the capacity of government and the social partners in South Africa to mitigate the health and socio-economic impact of the COVID-19 pandemic on workers and enterprises in the informal economy, while accelerating transitions to formality. The ILO, in collaboration with other UN agencies, provides technical advice to develop and roll out a comprehensive strategy including immediate and medium to long-term actions to remedy vulnerability to decent work in the informal economy and ultimately facilitate transitions to the formal economy, in line with the Transition from the Informal to the Formal Economy Recommendation, 2015 (No. 204). This includes the development and implementation of a gender-responsive National Occupational Health and Safety Strategy, as well as the development of response and recovery measures for domestic workers, home-based workers, street vendors, waste pickers, migrants, women-owned informal businesses and community health care workers. The intervention strengthens the institutional capacity of municipal governments, employers’ and workers’ organizations as well as membership-based organizations in the provinces of Gauteng, Limpopo and Mpumalanga. The expected end results of the intervention include: 1) responsive, safe and healthy workplaces are established for informal economy workers; 2) policies are developed to extend labour and social protection to workers in informal employment and facilitate access of informal businesses to government support schemes and local private markets; and 3) the capacities of government and the social partners are strengthened to institutionalize preventive and mitigation measures against COVID-19 for workers and enterprises in the informal economy and support transitions to the formal economy.
