Employment policies and programmes provide better opportunities in decent employment and sustainable entrepreneurship for women and men, particularly ones in the vulnerable groups
The intervention seeks to strengthen Viet Nam’s employment policy framework, especially in view of the challenges brought about by the COVID-19 crisis. The ILO provides technical assistance for improving collection of timely and reliable data, based on international statistical standards, to inform policy-making; and strengthening the capacity of policy makers to ensure that policy design addresses the needs of the hardest-hit groups. The intervention facilitates tripartite dialogue to identify the challenges that workers and employers are facing and shape agreed solutions to address them. The intervention targets the Ministry of Labour, Invalids and Social Affairs; Viet Nam’s Chamber of Commerce and Industry (VCCI); Viet Nam’s General Confederation of Labour (VGCL); and the General Statistics Office (GSO). Indirectly, the intervention benefits women and men workers, particularly those in vulnerable situations who have been hard hit by the impact of COVID-19 on the world of work in Viet Nam. The expected end results of the intervention include: 1) tripartite partners and other stakeholders have access to trusted evidence on labour market challenges from a variety of sources that feeds into policy-making and implementation; 2) the government, in consultation with the social partners, formulates employment policy based on updated and comprehensive labour market information; and 3) policy implementation relies on a Public Employment Services system that has enhanced capacity to address today’s labour market challenges.
