Decent Work principles are integrated in Sudan's national development framework through better capacities of stakeholders in the areas of labour market and employment policies

This intervention addresses Sudan’s employment challenges facing women and men through the revision of the national employment policy supporting a sustainable and inclusive labour market recovery and development. The revised policy provides an opportunity to improve coordination and coherence in the implementation of all employment creation/support programmes in Sudan under the leadership of the Ministry of Labour and the social partners. The ILO provides technical support and strengthens the capacity of constituents to revise the National Employment Policy to address job crisis, decent work deficits and the challenging socio-economic context due to COVID-19 crisis. The intervention also strengthens the capacity of the Statistics Office and the Ministry of Labour to design and implement a rapid gender-responsive labour force survey, with sex- disaggregated labour market indicators that will allow capturing key effects from the COVID-19 crisis. This work is expected to contribute concomitantly to an enabling environment for freedom of association and social dialogue, possibly paving the way to the ratification of the Freedom of Association and Protection of the Right to Organize Convention, 1948 (No 87). The expected end results of the intervention include: 1) a revised National Employment Policy, with an increased focus on labour demand and gender equality and non-discrimination challenges, is ready for approval by the Parliament; and 2) the Statistics Office has developed the necessary capacity to run a full-fledged gender-responsive labour force survey to facilitate evidence-based labour policy formulation.
