The effectiveness of the labour inspection system and of social dialogue mechanisms is strengthened

This intervention addresses national and local tripartite social dialogue mechanisms that have been marginalized or suspended during the COVID-19 crisis in Moldova and which may be further sidelined in the recovery process. More specifically, it helps ILO tripartite constituents implement an inclusive, gender-responsive and balanced recovery strategy that integrates elements of a just transition towards environmental sustainability. National and local tripartite social dialogue mechanisms are re-activated and strengthened, allowing participation in shaping the recovery process. The intervention also helps generate quality jobs for workers in vulnerable situations, particularly inactive women and youth, low-skilled workers, and return migrants in two rural communities through local employment partnerships. The intervention leverages networks and partnerships with national and local social partners, social dialogue institutions, central and local public authorities, the Ministry of Health, Labour and Social Protection (MHLSP), National Employment Agency (NEA), enterprises, producers’ associations, cooperatives, micro-finance institutions and civil society. The expected results are at both the national and local levels. At the national level, the Tripartite Standing Committee on labour legislation, employment and social protection will evaluate COVID-19 measures implemented by the Government, submit evidence–based recovery recommendations and revisit and adapt work arrangement regulations in line with international labour standards. In addition, workers’ and employers’ organizations will have increased capacity to participate in policy discussions on response measures and to tailor their services to members’ needs to address COVID-19 challenges in the workplace. At the local level, territorial tripartite commissions will be equipped and positioned to address the need for quality job creation and recovery at the community level, in particular for young inactive women and men from rural communities.
