Effective measures implemented by constituents to improve business environment and promote decent work and support sustainable enterprises

The intervention seeks to identify and address constraints to the productive development of selected economic sectors in Armenia that were particularly affected by the COVID-19 pandemic. It also supports the development of policy options for a more resilient business environment in the aftermath of the crisis. It assists the tripartite constituents in strengthening their capacity for business continuity planning and for improving their OSH practices, and in advancing on the formalization of enterprises. Strengthening social dialogue is a key element in the implementation strategy of this intervention. The target groups and partner organizations are the Republican Union of Employers of Armenia (RUEA) and the Confederation of Trade Unions of Armenia (CTUA) and relevant sectoral trade unions; Ministries of Labour, Economy, Finance and Education and the Fund Investment Support Centre. Other important stakeholders are women entrepreneurs’ organizations, business service providers and investment promotion agencies. The expected results include the following. First, assessments of the impact of COVID-19 crisis on informal enterprises and on informal jobs in formal enterprises as well as on the risks of informalization of both enterprises and jobs are available and validated. Second, ILO constituents are equipped with tools and measures to design and implement policies that make enterprises more sustainable, productive and able to operate in the formal economy in line with international labour standards. Third, policy recommendations for economic growth, job creation and enabling environment for sustainable enterprises are developed. Fourth, employers and their membership organizations have increased capacity in business continuity planning. Fifth, workers’ organizations have increased capacity to ensure adequate labour protection and workers’ rights in enterprises.
