Increased capacity of constituents to implement measures aimed at facilitating the transition to formalized and sustainable enterprises, promoting women entrepreneurship, green economy and social cohesion
This intervention supports enterprises in Kyrgyzstan to develop new measures that are best suited to increase their ability to survive during the COVID-19 crisis and ensure a faster and stronger recovery thereafter. To build this resilience, focus is on facilitating the transition of enterprises to formality. The intervention also assists the tripartite constituents in strengthening their capacity for business continuity planning and for improving their OSH practices. Strengthening social dialogue is a key element in the implementation strategy of this intervention. Implementing partners and beneficiaries include the JIA Association and the Federation of Trade Unions of Kyrgyzstan. Other important stakeholders are local experts, women entrepreneurs’ organizations, business service providers and investment promotion agencies. The expected results include the following. The ILO constituents have a set of tools to design and implement policies that facilitate the transition of informal enterprises to formality and make them more sustainable and productive. Employers’ organizations will have stronger capacities to offer new services to informal enterprises and identify post-COVID-19 recovery measures aimed at supporting business continuity. Workers’ organisations will have stronger capacities to preserve adequate labour protection and workers’ rights in informal enterprises. Finally, social dialogue will be strengthened to facilitate changes in the policy framework, including with regard to the labour inspection system.
