Strengthened capacity of member States to ratify and apply International Labour Standards and to fulfil their reporting obligations

This intervention addresses two challenges in the context of the COVID-19 crisis aftermath. Firstly, it aims to enhance protection of workers from the risk of infection through strengthened OSH measures, adaption of work arrangements, and the management of stress and other psychosocial risks. Secondly, it contributes to strengthening the State Labour Inspectorate of Moldova as the competent authority to conduct integrated workplace inspections in line with the Labour Inspection Convention, 1947 (No. 81) and the Labour Inspection (Agriculture) Convention, 1969 (No. 129). The intervention also follows up on the observations by the ILO supervisory bodies. Implementing partners are the Ministry of Health, Labour and Social Protection, the State Labour Inspectorate, and the social partners. The expected end results of the intervention include: i) a roadmap is developed on the adoption of a new legal framework, procedures and organizational structure of the State Labour Inspectorate; ii) the inspectorate has increased capacities to apply legislation on occupational safety and health and undeclared work and to provide guidance on post-COVID-19 measures at the workplace; and iii) tripartite constituents are enabled to provide customized services and legal advice on the implementation of practical and gender-responsive COVID-19 prevention and actions measures at the workplace, taking into account the variety of work situations.
