Social dialogue, workplace cooperation, collective bargaining, wage fixing and dispute resolution enhanced and constituents capacities strengthened

This intervention promotes social dialogue in the construction, tourism and entertainment sectors, to improve Cambodia’s compliance with international labour standards, and to strengthen dispute prevention and resolution systems, with a specific focus on safe return to work protocols, in the context of COVID-19 responses. The ILO provides technical support to strengthen the capacities of workers’ and employers’ organizations, and to tripartite constituents to establish sectoral dialogue bodies and revitalize existing tripartite dialogue institutions. As women are disproportionately affected by the crisis, interventions are targeted to address their specific needs. The intervention targets the Ministry of Labour and Vocational Training, Ministry of Tourism, the Cambodian Federation of Employers and Business Associations (CAMFEBA), workers’ organizations at different levels, the Arbitration Council, and tripartite dialogue institutions. The expected results of the intervention are threefold. Firstly, capacities of employer and business membership organizations are strengthened and workers’ organizations are established and strengthened in three sectors. Secondly, bipartite and/or tripartite sectoral dialogue mechanisms are established to ensure safe return to work through the implementation of protocols and dispute prevention measures. Thirdly, existing tripartite dialogue mechanisms are revitalized to address the various labour market challenges arising from the COVID-19 pandemic.
