Inclusive Trade and Decent Work: Supportive Domestic Policies for Better Social, Labour Market and Sustainable Enterprise Outcomes (SUPPORT)
The 2030 Agenda for Sustainable Development (2030 Agenda) provides an opening for dialogue and policy coherence around trade and development among the major international organizations. Alongside the goal of sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all, it commits member States to “continue to promote a universal, rules-based, open, transparent, predictable, inclusive, non-discriminatory and equitable multilateral trading system under the World Trade Organization, as well as meaningful trade liberalization”. We hear a lot about ‘inclusive trade’, but how can we develop a better understanding of policies that anticipate, improve and mitigate the impact of trade on the labour market? How can trade benefit a wider range of workers and enterprises? How do we develop policy coherence around this notion for governments, enterprises and workers? The project seeks to answer these questions through evidenced-based policy research combined with platforms for tripartite dialogue that will focus on social justice, labour market and sustainable enterprise policies that can support more inclusive trade. It will help identify methods and best practices across countries that enable a smoother transition to and benefit of trade liberalization, while taking into consideration country specific issues such as vulnerable enterprises and workers. The project will achieve the following outcomes: Outcome 1: Increased capacity of member states to facilitate the implementation and follow up of international labour standards, including labour provisions, in the context of trade.Outcome 2 ILO constituents (workers and employer representatives and governments) and practitioners engage in transnational dialogue on policies for trade and their linkage with other ILO instruments.
