Enhancing implementation of labour standards by ending violence against women and children through a social dialogue framework
This development cooperation project, designed to implement the ILO’s Decent Work Agenda as articulated in its Decent Work Country Programme (DWCP) through the Democratic Governance, Human Rights and Gender Equality Thematic Results Group (TRG) of the UNDAP II, focuses on three key strategies towards improved implementation of labour standards in the United Republic of Tanzania. These are; (i) promoting for ratification and application of Conventions relevant for elimination of violence and harassment against women and children; (ii) supporting the Government of Tanzania, the Revolutionary Government of Zanzibar, workers’ and employers’ organisations to develop and implement legislation, evidence-based policies, plans and strategies for prevention and elimination of violence and harassment against women and children; and (iii) strengthening capacities of the labour inspectorates and dispute resolution institutions to enforce compliance as well as capacities of employers and trade unions to conclude collective bargaining agreements (CBAs) that integrate International labour standards promoting ending of violence and harassment. With close collaborative efforts with the key stakeholders of ILO’s component of the UNDAP II, in general, and the Democratic Governance, Human Rights and Gender Equality TRG in particular. The ILO interventions will feed into Violence against Women and Children (VAWC) Outcome of Governance TRG. The overall objective is to support the Government of Tanzania to adopt and/or implement legal and policy frameworks consistent with international labour standards for the prevention and response to violence against women and children. The key stakeholders of the project are; Prime Minister’s Office - Labour, Youth, Employment and Persons with Disability (PMO-LYED); the Ministry of Labour, Empowerment, Elderly, Youth, Women and Children (MLEEYWC) of Zanzibar; Trade Union Congress of Tanzania (TUCTA); Association of Tanzania Employers (ATE); Zanzibar Employers Association (ZANEMA); Zanzibar Trade Union Congress (ZATUC); Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC); Ministry of Constitutional Affairs and Justice (MoCAJ), Commission for Mediation and Arbitration (CMA); Dispute Handling Unit (DHU); Labour Court (LC); Zanzibar Industrial Court (ZIC); Parliament and the Attorney General Chambers.
