Elimination of Worst Forms of Child Labour in Seasonal Agriculture in Hazelnut Harvesting
The ILO is the only UN agency with a tripartite structure, in which workers and employers participate as equal partners to governments, jointly shaping policies and programmes in the world of work. Child labour has been placed high on the ILO’s agenda since its establishment in 1919. Convention No. 138 on Minimum Age and Convention No.182 on Worst Forms of Child Labour are among the fundamental ILO Conventions which have been recognised in the 1998 Declaration on Fundamental Principles and Rights at Work and incorporated to the Decent Work Agenda. In Turkey ILO has been sustaining technical support with stand-alone projects and responding to child labour in seasonal agriculture particularly hazelnut sector through public-private partnership projects since 2012 in collaboration with the Ministry of Family, Labour and Social Services (MoFLSS). The ILO plays a significant catalytic role in creating interest, collaboration and coordination among the strategic institutions acting on child labour, in developing replicable models of direct action as well as in contributing to the national strategy on the elimination of child labour. In this regard, project aims to contribute to the elimination of the worst forms of child labour (WFCL) in seasonal agriculture, specifically to facilitate engagement between public and private sector actors for withdrawal and prevention of children from worst forms of child labour in seasonal agriculture in hazelnut harvesting. The project is based on three outputs: 1. Strengthened national and local capacity for the elimination of WFCL in seasonal agriculture in hazelnut harvesting; 2. Implementation and scaling up of direct intervention mechanism in areas where seasonal hazelnut harvesting exists; 3. Raising awareness on the elimination of WFCL in seasonal agriculture in hazelnut harvesting among general public, national and local stakeholders and supply chain actors.
