Employment Intensive Investment Programme through Conservation of Cultural Heritage in Iraq

The TCs will be co-convened by UNESCO and ILO, who will also jointly act as the Committee’s Secretariat and ensure regular meetings and follow-up actions throughout the duration of the Programme. The TCs will endorse the list of 2 heritage sites in Kurdish Region in Iraq for intervention through the Programme, chosen among the list of sites in the targeted Governorates and listed in Annex B. A pre-selection of sites in Iraq was made against a rapid assessment carried out in July 2016 by UNESCO, followed by a SWOT analysis, and updated in April 2017. Criteria include (a) the scope for EI approach on the sites (i.e. sites that are already excavated and require mainly low skilled labour). (b) the sites’ potential for tourism – e.g. their potential to be integrated in the two sites in KR-I are selected through consultation with representative of the Presidency of Council of KRG Ministers, the HCECR and the concerned local authorities.
