Addressing decent work deficits and improving access to rights in Malawi’s Tobacco sector
This project follows closely the framework provided by the ILO’s global Integrated Strategy to address decent work deficits in the tobacco sector, as endorsed by the ILO Governing Body (GB) in October 2019, and is informed by international labour standards. The project is in line with the ILO’s global Programme and Budget (P&B) for the 2020 – 2021 and 2022 – 2023 biennia, and will contribute to Outcome 3 of the P&B: “Economic, social and environmental transitions for full, productive and freely chosen employment and decent work for all” and, more specifically, to Output 3.2: “Increased capacity of member States to formulate and implement policies and strategies for creating decent work in the rural economy”. The overall objective is Government, employers’ and workers’ organizations effectively address decent work deficits in the tobacco sector and ensure access to rights, in particular fundamental principles and rights at work, as a means to improve livelihoods, incomes and food security. Outcome 1:Government, employers’ and workers’ organizations have greater knowledge to effectively formulate and implement policies and measures that address decent work deficits in tobacco-growing and the agriculture sector at large. Outcome 2: An improved enabling policy environment facilitates the tripartite constituents’ efforts to address decent work deficits in the tobacco sector and promote decent work and access to labour rights in the rural economy. Outcome 3: Government and social partners have stronger capacity to engage in effective social dialogue and improve their outreach, organization and collective action. Outcome 4: Decent work deficits identified and mitigated in the tobacco sector leading to measurable improvements in working conditions in targeted tobacco-growing districts.
