Projet d’appui à l’amélioration de l’offre de formation professionnelle agricole et de l'entreprenariat rural
The Gabonese economy is characterized by a strong dependence on the oil sector (50% of GDP and 80% of exports) and massive imports of foodstuffs for the population's consumption (85% of needs). In order to remedy this situation, agriculture has been identified in the Government's strategic orientations as a sectoral growth pole. However, there are many constraints on the development of the agricultural sector. The assessment of the needs that PAPG1 will help to resolve was made on the basis of the orientations of the first phase of the GRAINE program, consultations during the formulation process, with SOTRADER officials, the technical services concerned, federations, unions and cooperatives. These are: (i) the lack of a qualified local workforce, the lack of roads to open up production areas to ensure local development and support the development of the private sector, (ii) the lack of social and marketing infrastructure, (iii) the poor organization of cooperatives and the lack of outlets due to the lack of structure in the sectors, and (iv) the lack of attractiveness of the rural environment for young people and the exodus to cities where oil activity is concentrated. The overall objective of the project is to contribute, through support to the implementation of the GRAINE program, to making Gabon self-sufficient in food crops and a net exporter of palm oil through the agricultural development of 3,000 ha of food crops and 12,000 ha of oil palm plantations in the Ndendé concession in the six targeted provinces during the five-year project period.
