Políticas económicas para acelerar la igualdad de género en Argentina
The development objective of the project is to help economic policies – whether macroeconomic, sectoral, employment, or social protection – to speed up the process to achieve gender equality in Argentina. In line with this development objective, the project will develop two immediate objectives: 1) Macroeconomic policy, aimed at designing macroeconomic policies with a gender perspective. This will be developed by the National Directorate of Economy, Equality and Gender within the Economic Policy Secretariat, under the aegis of the Ministry of Economy, and also in relation to other relevant ministries; 2) Sectoral policy, aimed at the design of sectoral policies. The idea is to identify strategic and critical sectors for the insertion of women, to be developed within the framework of a Federal Coordination Mechanism (Mesa Federal in Spanish) on Economic and Productive Policies with a Gender Perspective, involving the participation of representatives from the Argentine provinces. Regarding the first objective (macroeconomic policies), the project aims to develop applied public policy tools, developed on a global scale as part of the UN Women - ILO Joint Programme, called Promoting decent employment for women through inclusive growth policies and investments in the care economy, adapted for local use. These tools will provide technical and analytical support to identify starting points for public policies with a view to integrating a gender perspective into Argentina's growth and development strategies. These tools will be developed within four areas in order to accelerate gender equality: labour market and labour policies, financial regulations, access to credit, and fiscal policies, including the design of social policies. As for the second objective (sectoral policies), this is initially intended to explore the potential of certain sectors to expand decent employment opportunities for women, including an input-output (IO) analysis to determine indirect and induced effects on employment, disaggregated by sex. In particular, the ILO's tripartite operating structure will make it possible to agree on strategies with business and trade union organizations, and provide technical support to adopt the recommendations required to resolve labour segregation based on gender. This second line will take place within the framework of a federal strategy, coordinated by a Federal Coordination Mechanism (Mesa Federal in Spanish) including representatives from the provinces.
