EU Support to Local Employment Partnerships - Phase II (LEP II)
The project “EU Support to Local Employment Partnerships - Phase II (LEP II)” aims to improve socio-economic situation and living conditions in Bosnia and Herzegovina. This intervention builds on the results achieved under the LEP1 project and aims to contribute to better employability in local communities. By the end of the project, the following measures of success will signal the achievement of the project outcome: • 20 local employment partnerships deliver activation and labour market integration programs in line with specific local needs. • 20 local employment partnerships develop/update action plans that improve labour market governance in their communities. • 30 training programmes and services developed to respond to the needs of the local communities (i.e. interventions for upskilling and training developed and provided by LEPs to final beneficiaries based on the local labour market needs) Three major outputs to contribute to realisation of the principal Output Fostered sustainable, partnership-driven labour market frameworks at the local level for an increased access to formal employment are foreseen: Output 1.1.: Key stakeholders recognize LEPs as partnership-driven labour market mechanisms for increased access to formal employment at the local level Output 1.2.: Local employment partnerships successfully design and implement activation and labour market integration programmes Output 1.3.: Institutional development services are provided to the LEPs, including for advocacy, networking/peer learning, and employment policy implementation The main target groups are representatives of the local employment partnerships: local governments; other local institutions; regional and local PES; education and training providers; businesses; social partners (employers’ and workers organizations); non-profit organizations (including professional associations and chambers of commerce); regional and local development agencies. Project aims to improve position of the currently unemployed and inactive young women and men; long-term unemployed; categories with low labour market participation rates; individuals with low levels of education or other labour market disadvantages; older workers and other individuals in vulnerable circumstances, including those who have become vulnerable due to the Covid-19 crisis. After the Inception Phase, implementation of the four groups of activities will lead to the outputs i.e. to the project outcome: Component 1: Countrywide Awareness Raising Activities on The Local Employment Partnerships and Funding Scheme Component 2: Implementation of the Restricted Call for Proposals and Selection of Local Employment Partnerships Component 3: Institutional Strengthening and Capacity Development Activities for LEPs, Networking/Peer learning and Advocacy Component 4: Closing Phase Project implementation will take 36 months.
