ITA/20/01/EUR “Support to strengthening the inter-institutional governance in the field of labour exploitation in Italy” — Phase 2 Executive summary The Italian legal framework defines labour exploitation as work situations that differ significantly from standard working conditions, particularly in terms of worker’s recruitment, wages, hours of work, leave entitlements, occupational health and safety provisions, worker’s treatment at work and living conditions that are imposed on workers by taking advantage of their vulnerability or state of need. Labour exploitation affects several economic sectors several economic sectors (transport, construction, logistics and domestic work), but it is particularly spread in agriculture. The Global Slavery index estimated that in 2018 there were 147 thousand persons in modern forms of slavery in Italy, 70 per cent of whom were in forced labour. From the inspections undertaken by the National Labour Inspectorate in 2019, it resulted that 47.5 per cent of the total cases of labour exploitation and unlawful recruitment were in the agricultural sector. These activities involved 3,247 workers, mostly foreigners (72 per cent), with no labour contract or social protection. The Action contributes to the reduction of the number of women and men that are victims of labour exploitation, unlawful recruitment and forced labour, through an improvement of Italy’s institutional capacity to implement, monitor and evaluate the policy interventions set forth by the National Plan to tackle labour exploitation in agriculture. An enhanced capacity of developing and implementing the said policy interventions in the agriculture sector can also allow for expanding the measures to sectors other than agriculture.
