Projet d’aménagement des infrastructures urbaines et de création d’emplois décents des jeunes dans les villes de Maroua et de Bamenda pour le renforcement de la paix et de la résilience socio-économique.
The pilot project aims to ensure the rehabilitation and maintenance of urban infrastructure through the use of High Intensity Labor (HIL) techniques for job creation, economic opportunities and the promotion of Small and Medium Enterprises (SMEs) within the framework of the C2D "regional capitals" program in the cities of Maroua and Bamenda. In fact, despite the efforts made by the Cameroonian government to create more jobs, particularly in the infrastructure sector with the development since June 2008 of a strategy to promote high labor intensity activities (HIMO) accompanied by an action plan, the employment situation remains worrying. Moreover, even if the population living in rural areas has higher rates than those living in urban areas, with activity rates of 77.3% and 66.9% respectively, the precarious employment situation is almost identical in the various regions of Cameroon, with peaks of unemployment and underemployment in the cities of Maroua and Bamenda. In addition, despite significant investments in the urban infrastructure sector, there is a serious maintenance deficit. In addition, for several years, the Far North and North West regions in general and the cities of Maroua and Bamenda in particular have been experiencing an unprecedented security, humanitarian and food crisis, due to the atrocities of the Islamic sect Boko Haram in the Far North region and armed pro-independence groups in the North West region. The youth of these regions are thus exposed to delinquency and enrollment in terrorist groups, resulting in addictive behavior, negation of civic and moral values, and extremism and enrollment in armed groups. Finally, it is urgent to offer economic opportunities to these populations in order to reconcile them with the administration. There is an urgent need to find appropriate techniques to reconcile the financial amounts invested in the rehabilitation and maintenance of urban infrastructure with the creation of jobs by companies in the construction sector. Once again, the ILO's HIMO approach could be part of the solution for massive job creation and economic opportunities accompanied by improved urban infrastructure.
