Building community resilience with young people in Mayo Suburb of Khartoum through improved access to water
The project aims to enhance water access and governance in Mayo Suburb of Khartoum in Sudan severely affected by the COVID-19 crisis and unprecedented flooding in 2020. The project applies the employment-intensive approach through four pillars. Under the first pillar, the project rehabilitates destroyed water pumps and feeder roads with drainage systems to meet the basic socio-economic needs of affected communities. Employment-intensive rehabilitation works will directly recruit unemployed young women and men to equip them with basic rehabilitation techniques and enhance their future employability. Rehabilitated water facilities will also allow communities to apply Water Sanitation and Health (WASH) practices in the context of COVID-19 crisis. Under the second pillar, the project provides skills development opportunities to government officials and male and female community members in the affected area. Through a series of training, the ILO will build the capacity of relevant government officials, in particular the Labour-Based Coordination Unit (LBCU) of the MoLSD, to manage and supervise employment-intensive infrastructure projects. Under the third pillar, the project enhances people’s awareness of Occupational Safety and Health (OSH) standards in the construction sector, particularly in relation to employment-intensive works. It will be done through in-person theoretical training to government officials and social partners as well as through innovative virtual reality (VR) simulations that will embody occupational hazards without real risks. Under the forth pillar, the project transfers the ILO’s Integrated Rural Accessibility Planning (IRAP) tool to the Sudanese Government with a GIS (Geographic Information System)-geared mapping of infrastructure accessibility constraints. The IRAP tool will collect field data to visualize priority infrastructure assets to be constructed/rehabilitated, whose information will enable the government officials to effectively plan their future investments after the project completion. Through these four pillars, the project aims to build the resilience of the Sudanese Government and community members against future shocks. The project will strictly apply the OSH guidelines in the context of the COVID-19 crisis in order to enhance stakeholders’ awareness to mitigate potential risks. The project will be implemented with technical and administrative support from the Country office-Addis Ababa, the Decent Work Country Team in Cairo, as well as the Employment Policy Department (EMPLOYMENT) at ILO headquarters.
