Strengthening Public Employment Services in English speaking Africa

In developing countries such as in Africa, the effectiveness of PES is generally low due to their lack of ability – weak human resource and institutional capacity, scarce financial and material resources. Some African countries have little awareness and knowledge of the PES role in the labour market, its contribution to economic development, and even its supposed function. This project aims to address these challenges by supporting public employment services in English-Speaking Africa in strengthening their capacity through a two-pronged approach: (i) establishment or upgrading of an online job portal to enhance blended service delivery in one country; and (ii) enhancing the awareness and knowledge of managerial level public officials in PES to initiate and facilitate their PES improvement at the regional level. At the country level, the project will support PES in Kenya by upgrading its online matching system called the National Employment Authority Integrated Management System (NEAIMS) to deliver comprehensive services and passing on the operational know-how of the upgraded system. The ILO will collaborate with the Ministry of Employment and Labour in the Republic of Korea through its affiliate institute, the Korean Employment Information Service (KEIS), to implement this component. At the regional level, capacity building initiatives will be implemented by providing the directors or managers of employment services in selected South-eastern African countries through one sub-regional online workshop and one field study to the Republic of Korea. The Republic of Korea is one of the countries with advanced PES and a robust system of employment and labour market policies. The study visit will thus expose the officials of the participating countries to the knowledge and enhance their understanding of employment services' role in the labour market.
