ROADS FOR DEVELOPMENT SUPPORT PROGRAM (R4D-SP) BRIDGING PHASE

The Government of Timor-Leste’s (GoTL’s) Roads for Development (R4D) programme rehabilitates and maintains the country’s core rural roads network. R4D-SP’s approach during the period covered under this phase, focuses on committing resources to realistic achievements and in particular addressing the serious bottlenecks hampering the sustainability and the delivery of the R4D program, such as: * Unpredictable yearly funding for capital works and non-alignment of funding with the Rural Roads Master Plan and Investment Strategy (RRMPIS) * Insufficient funding for operational costs for MPW and Municipal government officials to execute their responsibilities regarding R4D * Cumbersome and lengthy processes for the approval of designs, estimates, and contractor payments for investments in rural road works * Lack of qualified/competent technical and management staff at the municipal (and central level) to implement technical works and adequately supervise contracts and works.
