Combating human trafficking in Egypt
The project goal is to improve the capacity of the Egyptian government to combat human trafficking by strengthening the national identification and referral mechanism, and providing assistance and reintegration services for identified victims.The project’s ToC is based on the assumption that the absence of effective victim identification and referral mechanism, and lack of comprehensive services for victims of TIP hamper past and ongoing efforts to eradicate TIP in Egypt. Tacking these two core obstacles through a set of comprehensive and synergic activities will allow to reduce TIP in Egypt. The project will be guided by a ToC based on the following main pillars: (1) If the national victims’ identification system and NRM are improved, and (2) if all the relevant stakeholders’ capacity and cooperation with respect to victim identification and referral are strengthened, then victims are more likely to be identified, rescued and referred for assistance services, and perpetrators are more likely to be prosecuted and arrested. (3) If the coverage and enforcement of the relevant legislation for the prevention of TIP, including amendment of the labor law and drafting a law covering DW, underpinned by the ratification C.189 and P.29, are improved, then the vulnerable population, in particular Egyptian and foreign DW, are less likely to fall victims to TIP. (4) If awareness of the population on how to identify victims of TIP and the existing services is raised, then victims of TIP are more likely to be identified and receive the needed assistance, while traffickers are more likely to be prosecuted. (5) If comprehensive assistance and socio-economic reintegration services for identified victims are provided, then they are more likely to experience faster physical, psychological and social recovery, and to build resilience against being re-trafficked.
