Improved compliance and dialogue in global supply chains in Viet Nam
The Improved compliance and dialogue in global supply chains in Viet Nam Project funded by the Japanese Government is based on the experience and partnerships gained in Viet Nam in the garment & foot wear, electronics and woodworking sectors. The project aims to support national partners in Vietnam to develop and implement a strategy for effective labour market governance and to bring sustainable improvements to labour law compliance in export-oriented industries. Such a project would build on 1) factory-level operations and policy influencing work of Better Work Vietnam, 2) ongoing labour law and industrial relations reforms supported by NIRF projects, 3) the ILO's Strategic Compliance Planning methodology, and 4) CSR initiatives in line with the MNE Declaration. The project is a combination of initiatives to promote collaboration between public-private sector entities at the systematic level, cross-sectoral fertilization of successful models for compliance and effective labour relations as well as sharing practical models at the enterprise level to promote workplace compliance, based upon achievements made by ILO’s collaboration with national partners as well as manufacturers and buyers operating at the national and international level. This would involve national partners in developing a vision and strategy, as well as facilitating practical implementation of interventions in relation to (but not necessarily limited to) the following: o Industry-specific and tripartite strategic compliance and sector development plans developed and implemented in Garment and Electronics sectors with an emphasis on improved occupational safety and health, workplace dialogue and targeted enforcement through labour inspection; o Tools replicated from the BWV experience and disseminated in other key sectors for improved workplace dialogue, in particular to jointly monitor and address work environment conditions; o Training provided on soft skills that have been accumulated through interventions at the enterprise level, and supporting national institutions in applying these in their sphere of influence; o Strengthened capacity of the inspectorate and other national partners by making Better Work tools, data and approaches available and supporting them in applying these in their sphere of interest in the export sector. The project synergizes with other on-going projects, especially with Better Work Vietnam program to create the spill over effects across key manufacturing sectors in Vietnam, thus contributing to the Decent Work Country Program of Vietnam.
