Development of the Blue Economy in Comoros - addressing climate change, building resilience and promoting a just transition to a greener world of work.
Comoros is a small African Island State with a fragile ecosystem facing the challenges of climate change. Livelihoods and employment in agriculture and fisheries, where the majority of population earn a living, are at risk. A better knowledge and understanding of climate threats to the islands’ ecosystem and marine life is critical to achieve a just transition towards an environmentally sustainable economy and society. This intervention develops the capacities of the ILO constituents -government, employers’ and workers’ organizations - to adopt policy measures and programmes in the fishery sector that address sustainable development and circular economy practices, and that promote gender equality. It also seeks to raise awareness among policy makers on the implications of climate change and the imperative to take action towards a just transition to greener economies. The expected results are: 1) the country adopts a National Just Transition Action Plan for the promotion of decent work in the blue economy, with a focus on the fishery sector; 2) employers’ and workers’ organizations advocate for and provide new services and capacity development programmes to their members for sustainable harvesting of fisheries products; and 3) sustainable enterprises create decent employment opportunities for youth and women in the blue economy, in particular in the fishery sector. The intervention will be implemented in collaboration with the government, employers’ and workers’ organisations, the Young Entrepreneurs network, the United Nations Development Programme and other relevant agencies of the United Nations system.
