Enhance tech. assistance to ILO constituents&strategic stakeholders via a validated diagnosis of policies, regulations&compliance mechanism to sup. the transition to formality of inf. workers, incl.in formal enterprises and/or in households
This intervention supports ILO constituents in Viet Nam in gaining a better understanding of the characteristics and drivers of informality in the country, with a view to formulating a national formalization framework. The intervention targets the Ministry of Labour, Invalids and Social Affairs; the Central Economic Commission of the Communist Party; Viet Nam’s Chamber of Commerce and Industry; and Viet Nam’s General Confederation of Labour. These are also the key implementing partners. The ultimate beneficiaries are women and men in informal employment. The expected results include: 1) a complete diagnosis to support the transition to formality validated by tripartite partners and the CEC, particularly on informal household businesses and gender-based challenges; 2) a gender-responsive advisory report summarizing top policy priorities of constituents on formalization and emerged from high-level consultations produced and provided to Viet Nam’s leadership; and 3) an advisory committee for the drafting of an integrated orientation framework for Viet Nam’s approach to formalization established and operational.
