Enhancing Skills of Women and Workers in Informal Economy, harnessing the potential of Green Transition: Towards Human-centered Recovery from COVID-19

This intervention addresses extensive underemployment and underutilization of labour in Nepal, which has allowed the informal economy to thrive. It also addresses the loss of skilled workers in Micro, Small & Medium Enterprises due to COVID-19 in economic sectors that have employment growth potential. It is implemented in two provinces and targets women, workers in informal economy and returnee migrants. Collaborating partners include the Ministry of Labour, Employment and Social Security (MOLESS), the Council for Technical Education and Vocational Training, Municipal Governments, local chapters of employers’ and workers’ organizations, Businesses Associations, the Federation of Women Entrepreneurs, migrant workers’ associations, NGOs, and UN agencies active in the skills sector. The expected results include: 1) Sectoral Committees identify and endorse skills needs in selected three sectors (tourism, construction and manufacturing), including skills for potential green jobs; 2) sector-specific enterprises provide work-based learning opportunities to women and workers in the informal economy; 3) selected Municipal Governments, local chapters of employers’ and workers’ organizations, NGOs, local chambers of commerce and public and private training centers/Boards improve and extend basic employment services to workers in informal economy; and 4) progress in line with ILO standards is made based on a diagnostic of recognition of prior learning policies, guidelines and systems and policy dialogue with relevant government agencies, led by MOLESS in collaboration with National Skills Testing Board.
