Expanding Decent Employment Opportunities in the Care Economy in India
The intervention aims at strengthening the capacity of key national institutions in India to address care burden with a view to enhancing female labour force participation and women’s access to decent work. The importance of addressing care burden, and work in the care sector more broadly, has been further amplified recently by the COVID-19 pandemic. The ILO provides technical assistance in carrying out a series of assessments on investment needs and job creation potential in the care economy, as a basis to develop an evidence-based national strategy and to guide policy makers on increasing budgetary allocation for the sector. The intervention facilitates tripartite dialogue at national level and in two pilot States, and supports workers’ and employers’ organizations in developing a strategy for improving the rights and working conditions of care sector workers, promoting measures for a more balanced sharing of family responsibilities. The main partners of the intervention are the National Institution for Transforming India (also known as NITI Aayog), the Ministry of Labour and Employment, the Ministry of Women and Child Development, state governments, employers’ and workers’ organizations. The expected results include: 1) a gender responsive strategy formulated by NITI Aayog to promote investments for the expansion of public care services and its development, and 2) a gender-responsive policy addressing decent work deficits in a sub-sector of the care economy adopted by at least one social partner at the state or national level in India.
