Strengthening Capacity to Promote Gender-responsive Investments in the Provision of Decent Care Services in Thailand.
This intervention identifies service gaps and investments in childcare and long-term care services and job creation potential in Thailand, while advancing policy dialogue and action thereon. It promotes enhanced social protection for vulnerable care workers (mainly informal domestic workers in the care economy) and contributes to upskilling and recognising skills competencies required for professional childcare and long-term care jobs. The initiative targets Constituents and skills service providers. The ultimate beneficiaries are domestic workers and women workers. National partners of this initiative are the Ministry of Labour, the Department of Skills Development , the Social Security Office, the Ministry of Public Health, employers’ and workers’ organizations, domestic workers’ organisations, and UN agencies. The expected results include: 1) a change in the policy framework through revisions of related legislation to include domestic workers under the social security mandatory provision; 2) an innovative blended learning programme that enables vulnerable women care workers to access and receive nationally recognized and certified care worker blended training, upskilling and recognition of prior learning programmes on childcare and long-term care; and 3) a strategy for future childcare and/or long-term infrastructure investments.
