Stimulating the green economy in Moldova to create new and better jobs
The COVID-19 pandemic exacerbated key labour market challenges of Moldova, which are low employment and high inactivity rates. These are due to limited job creation and the prevalence of low-productivity and low-wage jobs. The loss in working hours quickly led to a further reduction in employment. This intervention focuses on a high-value-added sector that has large potential to create decent jobs in the green economy. It targets potential entrepreneurs and existing small and medium-sized enterprises. The key collaborating partners are the Ministry of Economy and the social partners. Expected results include: (1) a policy recommendation agreed by the tripartite constituents at the national level on a just transition towards an environmentally sustainable economy; (2) improved delivery of support functions to green businesses, informed by a market system analysis that provides deep understanding of the main challenges of the core value chain; (3) enhanced capacity of entrepreneurs in the selected sector to start new or improve the performance of existing businesses in the green economy through the provision of green products and services; and (4) promotion of environmentally effective practices through a Green Business Innovation Challenge, including a grant scheme and coaching for selected enterprises.
