Transform Malawi District
The Government of Malawi considers Social Protection as a critical tool in the fight against poverty, resilience building and the promotion of human development and economic growth. As outlined in its National Social Support Policy (NSSP) and guided by the Malawi Growth and Development Strategy (MGDS II), a new Malawi National Social Support Program (MNSSP II) was launched covering the period of 2018-2023. The MNSSP II recognises that the needs of poor and vulnerable households change over the course of the lifecycle and during times of shocks. It recognises the need for all social support programs to coordinate and jointly work towards providing consumption support and building resilient livelihoods. In the context of limited resources, the MNSSP II outlines steps that need to be taken to improve institutional coordination, harmonise systems, and increase implementation capacity. The funding in the TRANSFORM Roll Out Phase I implemented under the 2019/2020 grant agreement between the German Technical Cooperation (GIZ) and the International Labour Organization, culminated in successful implementation of the TRANSFORM sensitization activities for 9 districts, application of TRANSFORM training in 3 districts out of the 9 districts sensitized and application of a 2-day training for senior policy makers. The roles of government agencies in TRANSFORM were redefined for smooth implementation of activities. Ministry of Economic Planning, Development and Public Sector Reforms provides policy guidance, Ministry of Local Government coordinates implementation while the Ministry of Gender, Community Development and Social Welfare leads on the domestication of the curriculum. The TRANSFORM Malawi district rollout Phase 2- strategy aims to consolidate gains made in building capacity of district councils in implementation of social protection programs and strengthen the role of central government through line ministries in line with the MNSSP II. The activities include; conducting district sensitization meetings; training of district officers; support government to conduct post-training supervisory support visits; implementation of activities towards institutionalization of the initiative in the country; and development of a road map for the institutionalization of the TRANSFORM initiative. The project runs from July – December 2021. The activities will be implemented in close collaboration with GIZ and Malawi Government through Ministry of Finance, Economic Planning and Development and Ministry of Local Government. The Social Protection Technical Advisor based in Lusaka, and the Regional Social Protection Specialist in Pretoria are the technical backstoppers of the project. The review of the project was done by the Social Protection Technical Officer based in Lilongwe, Malawi.
