Employment and Reintegration in Nigeria

The Initiative for Employment and Reintegration in Nigeria seeks to build on lessons learned and results achieved from the project “Initiative for Labour Migration, Employment and Reintegration in Nigeria and Ghana” (LMER) that was implemented from January 2019 to September 2020 and funded by the GIZ Programme Migration for Development (PME). Over the past years, the governance framework for employment and reintegration in Nigeria has further evolved including through the National Employment Policy (2017), the National Youth Employment Action Plan (2021), the revision of the National Policy on Labour Migration (to be adopted – which includes return and reintegration) and Standard Operating Procedures (SOPs) on Return and Reintegration. This Initiative aims to strengthen the capacity of relevant stakeholders in Nigeria to provide advisory and support services to returnees and the local population in the areas of employment promotion, income generation and return and reintegration, and advance the generation of data and statistics. The project will be implemented through two key objectives: • Institutional framework for the provision of advisory and support services to returnees and the local population in Nigeria enhanced; • Capacity of national stakeholders to promote occupational and income generating opportunities of returnees and the local population strengthened. Under outcome 1, the project will map existing training offers at federal and state levels and make such information available at strategic locations and through outreach materials. Opportunities will be sought for expanding services currently performed by Migrant Resource Centres to other locations and potential implementing partners will be identified. A monitoring and evaluation framework including a sustainability and dissemination plan for services provided to returnees and the local population will be developed. To further strengthen the evidence-base on employment and reintegration, the project will support the National Bureau of Statistics in generating relevant data through its socio-economic survey. Under outcome 2, the project will strengthen the capacity of existing advice centres, such as Migrant Resource Centres and Jobs Centres, and implementation partners identified under outcome 1, to provide advice and support services to returnees and the local population in the areas of business development, green jobs, digital skills/jobs, financial education, cooperative development and formalization in a gender-sensitive and sustainable manner. The roll-out of such services will further capacitate advice centres and directly benefit their clients. A market system analysis will be conducted to better understand the labour market situation for returnees and the local population in select locations. Based on the analysis, support will be provided in the development of business plans, the registration of businesses and the provision of basic tools/equipment for start-up and cooperative businesses.
