Strengthening Labour Market Information Systems (LMIS) in ASEAN for better skills and employment policies

Stakeholders and target groups The project is planned as part of ILO's broader support to assist the implementation of the ASEAN Declaration on Human Resources Development for the Changing World of Work and its Roadmap (2020). With a focus on LMI for skills development, the project is linked with and planned in the SLOM-WG Work Plan 2021-2025 under the joint leaderships of the Department of Labour and Employment of the Philippines (DOLE), Ministry of Labour, Invalids and Social Affairs of Viet Nam (MOLISA), and Ministry of Manpower of Indonesia (MOM). The project is implemented by the GIZ/RECOTVET and ILO, together with the ASEAN Secretariat and funded by the German Federal Ministry for Economic Cooperation and Development. The direct beneficiaries of the project are the senior level representatives from labour ministries of various ASEAN countries, national statistical offices, national technical and vocational education and training (TVET) systems and possibly other relevant ministries responsible for design and implementation of employment and skills development policies and programmes, which are assisted at a regional level through the formation of a regional experts group. The ultimate beneficiaries of this project are women, men and youth especially the most vulnerable, including people with disabilities, who can eventually benefit from skills policies, system and programmes that will be aligned with labour market needs to improve their employability and productivity in times of the COVID-19 crisis and technological transformation. Project strategy The project aims to support ASEAN Member States to better understand the functioning of the labour market and the impact of policies and programmes on skills and employment outcomes and decent work indicators. Project’s technical assistance is designed to build capacities of ASEAN Member States to anticipate and match future skills needs through: Improved knowledge and understanding on how to develop effective labour market information and skills anticipation systems; Evidence-based recommendations in selected thematic areas such as skills anticipation and matching with the objective to facilitate tripartite policy dialogue; Provision of relevant data on the impact of the COVID-19 crisis and automation on selected labour markets and in particular reskilling and upskilling needs of businesses and workers whose future income depends on skills development policies; Promotion of lifelong learning policies that close gender skills gaps, including by identifying and implementing gender-responsive policies and programmes as part of COVID-19 recovery efforts and recognising unpaid care burdens. Provision of guidance in the development of national action plans or strategies for improvement of the labour market information and skills anticipation systems as well as facilitate regional cooperation to develop a common ASEAN vision. To reach the above-mentioned project objectives a joint learning journey with the participation of representatives of ASEAN Member States, and the technical support of ILO and GIZ experts is proposed. The technical assistance and policy dialogue coordination of the ILO and GIZ includes guidance and recommendations on effective and gender-responsive: governance of labour market information and skills anticipation processes; data compilation and analysis; institutional frameworks, arrangements and coordination networks; and development of national action plans or strategies as well as a common ASEAN vision. As part of the technical assistance to ASEAN Member States, ad-hoc mechanisms are proposed to be established through the project, including a regional technical working group and a project advisory committee.
