Catalytic actions of the AU/ILO/IOM/UNECA joint labour migration programme to extend Decent Work through labour and social protection to migrant workers and their families (JLMP-ACTION)
This project, titled ‘Catalytic Actions for the AU/ILO/IOM/UNECA Joint Programme on Labour Migration Governance for Development and Integration in Africa (JLMP Action)’ aims to continue the work of the JLMP-Priority project in contributing to implementing the Joint Labour Migration Programme in Africa. It has the objective of further strengthening effective governance, and regulation of labour migration and mobility, for enhanced sustainable development, for inclusive economic growth and regional integration of the African Continent. It will simultaneously roll-out the implementation of the first phase of the Strategic Framework (2020-2030) of the AU-ILO-IOM Joint Programme on Labour Migration for Development and Integration in Africa (JLMP). The JLMP Action will contribute to four outcomes: 1) Strengthened effective governance and regulation of labour migration and mobility for women and men migrant workers in Africa, 2) Women and men migrant workers in both the formal and informal sectors enjoy safe and secure working environments, access to social protection and mutual recognition of skills and educational levels, 3) Increased utilization of labour migration disaggregated data and statistics by Member States (MSs) and Regional Economic Communities (RECs) for evidenced based decision-making, policy planning, formulation, and application, and 4) Strengthened coordination and implementation of labour migration priorities, and the governance and accountability of the JLMP, with capacity development as a cross-cutting approach. In its implementation, the project will focus on interventions to facilitate intra-African labour migration and mobility, while also addressing identified challenges of African migrant workers outside the continent, as highlighted in the JLMP Strategic Framework. The ultimate beneficiaries of this action are African women and men migrant workers and their families who will benefit from improved governance of labour migration and mobility in the continent. At the intermediate level, labour market institutions in five selected Member States (Cameroon, Cote d’Ivoire, Ethiopia, Malawi and Morocco) and two RECs (The Common Market for Eastern and Southern Africa: COMESA ; and, the Economic Community of Central African States: ECCAS ) will benefit from strengthened capacity to develop and implement their priorities on labour migration and mobility. Capacity development to social partners (employers and workers organizations) will strengthen their advocacy role in labour migration governance, whereas, the African Union Labour Migration Advisory Committee (LMAC) will benefit from increased support to implement its mandate, lead continental tripartite dialogue on labour migration management and support MS and RECs in the implementation of LMAC recommendations through advocacy and lobbying. A Strategic Framework 2020 - 2030 for the JLMP was developed in May 2020 to review the progress made so far in labour migration governance and provide an adjusted response to issues at hand with a 10-year-strategic vision. The strategic framework had identified challenges in the implementation of the JLMP at the national level, including weak political will of some Member States and RECs to adopt and implement some of JLMP’s intervention especially in relation to free movement regimes and relevant legislation, policy and administrative measures aimed at improving labour migration management. It is in order to better address these challenges at the national level that five member states (Cameroon, Cote d’Ivoire, Morocco, Malawi and Ethiopia) were selected as pilot countries in the JLMP Action for the realisation of some of the activities. The strategic framework also highlighted limited involvement of some RECs in JLMP’s implementation. RECs covered within the SIDA-funded Priority Project include EAC, ECOWAS, and SADC.
