Future of work in textiles and clothing: forecasting and developing skills for promoting decent work and productivity in the sector
The project aims at increasing the knowledge and capacity of the government, employers and workers of Viet Nam about the skills that textiles and clothing industries need to recover from the crisis in a sustainable way. It brings together the main stakeholders in designing and implementing effective skills policies and strategies for addressing decent work challenges and capturing benefits that new technologies and other key drivers of change present for these industries, in particular in the context of building back better from the COVID-19 crisis. The project contributes to promote decent work and productivity in the sector by forecasting skills needs and supporting the development of skills policies and training systems that: • better address future market needs; • build competencies for new jobs and occupations; • promote social and economic inclusion of women and men workers in the textiles and clothing industries; and, • improve the quality of the jobs. Skills development has an important role to play in addressing the immediate impact of COVID-19, in building the resilience of workers and firms, and in preparing for resilient and sustainable recovery from the crisis. Timely investment in skills can help speed the economic recovery, a safe return to work, reduce the career scarring effects of prolonged unemployment and skills mismatch, and take advantage of opportunities that may otherwise dissipate over time. The project focuses on workers, both women and men, who are deemed at high employment risk as a result of the COVID-19 crisis and the increased automation and digitalization in the industries. The project takes into account the set of international labour standards, in particular those related to human resource development as well as the conclusions of the 2021 ILC general discussion on skills and lifelong learning. Moreover, the project promotes social dialogue for the implementation of its activities as a means of facilitating consensus building on national sectoral policies that impact on employment and decent work.
