Supporting Informal Enterprises Transition Towards Sustainable Growth and Formalization in the African, Caribbean and Pacific Regions

The project is an OACPS Group of States initiative, financed by the European Union and United Nations Development Programme (UNDP) and implemented by UNDP and ILO. It is a two-tier programme implemented regionally in the OACPS as well as in-country in 6 focus countries (Central African Republic, Haiti, Mozambique, Sierra Leone, Solomon Islands, Sudan), synergising actions that are mutually reinforcing and interdependent, while at the same time harnessing capabilities for South-South capacity development through joint, transversal and peer-to-peer learning initiatives. It is a ‘niche’ programme catering to an often overlooked segment of national economies - the informal sphere, with the power to sustainably transform local communities, with multiplier effects to the rest of the national economy. The project is expected to start in February 2022 and will last for 52 months, beginning with an initial 4-month inception period followed by an implementation phase lasting 4 years. The informal economy is composed of different inter-connected and interdependent stakeholders whose actions eventually influence informal enterprises’ ability to operate. The project aims at addressing functional gaps identified during the initial assessment by leveraging an ecosystem development approach. The interventions will be articulated along sectoral and national axes and encompass actions around creating policy and regulatory-based incentives and support schemes, adequate financial services offering, capacity building among the key intermediaries and informal enterprises themselves and the promotion of innovation.
