Learning from evaluation
The ILO Programme under the Sida-ILO Partnership for 2022–25 attempts an innovative design, presenting four key strategic cross-cutting areas of ILO’s work, reflecting the normative nature of the Global Call to Action above – as main streams of work: 1. Gender Equality and Non-discrimination; 2. Just Transition and Environmental Sustainability; 3. Conflict perspective and Humanitarian, Peace and Development Nexus (HPD); and 4. Market Systems Development Approach (MSD). Work in all four cross-cutting areas through 4 sub-programmes is expected to produce pertinent global normative policy developments and global products serving many of the ILO’s policy outcomes and country priorities. This programmatic architecture provides a bridge between Sida’s objectives and the ILO’s constituent-endorsed programme of action (P&B) by providing a “mirror” to both strategic programmes. An adaptive management approach will ensure that knowledge is generated and shared, especially on the innovative approaches for enhanced organizational learning, including through existing online platforms and global technical teams. The “Learning from Evaluation” project encompasses the conduct of evaluative activities across all the above programmatic areas in accordance with ILO established evaluation policy to ensure timely and high-quality evidence for improved effectiveness and organizational learning. This will be achieved through the regular coordination of this project with other units of the partnership to conduct evaluations on the substantive work carried out, results achieved and areas for improvement. This will facilitate follow up to recommendations and an increased use of and learning from evaluation results by the Sida-ILO Partnership Programme for the period 2022-23.
