COUNTRY ENVELOPES INTER-REGIONAL PROJECT – Accelerating progress on HIV and AIDS and ending inequalities in the world of work
This project is a continuation of an on-going relationship with UNAIDS as a Cosponsor. In countries where the ILO has worked in these areas, the respective employers’ organizations and workers’ organizations have been engaged during priority setting and project implementation. This approach will continue to deepen ownership, knowledge transfer and sustainability. This concept note focusses on UNAIDS “Country Envelope” resources for 2022, made available to the ILO. As a Cosponsor of the Joint Programme on HIV/AIDS (UNAIDS) which comprises the UNAIDS Secretariat and eleven UN Cosponsors, the ILO’s work is guided by the global shared vision of zero new infections, zero discrimination and zero AIDS-related deaths. Specifically, the ILO’s contribution to the global HIV response is informed by the ILO Programme and Budget (2020 – 21), the the new Global AIDS Strategy 2021-2026 — End Inequalities End AIDS , the revised ILO Strategy presented to the Governing Body in 2019, the UBRAF (2022 – 23) as well as the Decent Work Country Programmes (DWCPs). This concept note focuses on UNAIDS “Country Envelope” resources received in the context of UNAIDS Unified Budget, Results and Accountability Framework (UBRAF) 2022 – 23. The key features of the UBRAF (2022 – 23) include: a strong focus on fast-track countries and allocations to Cosponsors at the country level (i.e. Country envelopes) to accelerate progress towards ending AIDS as a public health threat by 2030, as committed to in the Sustainable Development Agenda, using an inequalities lens to close the gaps that are impeding progress.
