Review of Employment-Related Expenses Methodological Note

In Tunisia, the ILO is supporting the Ministry in charge of employment in the development of a National Employment Strategy (NES) based on four axes validated in the Council of Ministers in July 2009: (i) an economy that creates decent jobs, 2) employable, valued and development-based human capital 3) labor market governance based on the new model of industrial relations defined in the social contract, 4) participatory, accountable and results-oriented implementation. Adapted to the context of COVID and currently being finalized, the NES is expected to be adopted soon by the new Government. In addition, work is underway to integrate the NES into the next five-year plan being prepared. Finally, the ILO continues to support the development of a national action plan and regional employment plans to implement the NES. In this context, the exercise to identify employment-related budgetary needs will participate in this ongoing process, including the exercise of budgeting employment measures as part of operational action plans. The purpose of the employment-related budgetary needs identification exercise is to examine the allocative effectiveness and matching of expenditure (if allocations correspond to the priorities and needs of different population groups and have been well implemented), as well as the effectiveness of the actions taken. Such a review is both past and future: it aims to analyze the impacts of activities and the composition of spending on employment and measures the gap between what has been achieved and what has been set, to provide useful and operational recommendations to better integrate employment priorities into the national budget preparation process and in the financing of development partners.
