Developing Social Protection Policies, and Identifying Fiscal Space with IFIs
The intervention supports pilot-testing in Uzbekistan a dialogue and collaboration with the International Monetary Fund on financing of social protection priorities identified by national stakeholders in the framework of the National Social Protection Strategy 2022-23 and Decent Work Country Programme 2021-2025. The target groups include the Ministry of Finance, the Ministry of Employment and Labour Relations, the Federation of Trade Unions of Uzbekistan, the Confederation of Employers of Uzbekistan. Other partners include the Ministry of Health, Ministry of Economic Development and Poverty Reduction and civil society organizations as well as representatives of priority groups, such as women and persons with disabilities. Partnerships with UNDP, UNICEF and the World Bank will also be promoted to build on the on-going collaboration and strengthen the coordination of interventions in the country. The expected results include: Strengthened technical capacities of workers’ and employers’ organizations at national level to engage in dialogue on the implementation of the National Social Protection Strategy and its associated reforms; developed laws and/or regulations to adapt the social protection scheme, with a view to facilitate extension of social protection coverage to groups so far not covered, including to workers in the informal economy; adopted plans by government to extend social protection floor in line with ILO and IMF collaborative approaches.
