Global Skills Programme

This proposal is made in the context and under the Global Programme on Skills and Lifelong Learning. The main purpose of this proposal is to develop a research methodology for member States to estimate costs for/financing skills development and lifelong learning. The methodology will allow to obtain global estimates of cost and how a country can go deeper in estimating the financing required for skills and lifelong learning. Finally, the estimates will lead to identify the various means for mobilising such funds. This approach is expected to serve as an important element to boost social dialogue at national level around funding levels and cost sharing arrangements. It is also expected to serve as an advocacy tool for greater ODA for skills development and lifelong learning.
