Promoting Decent Work through Strengthening OSH Management

Executive summary Even though Kosovo’s economy has consistently grown in the post global financial crisis period, it remains the third poorest country in Europe. The GDP growth has not been sufficient to significantly reduce the high rates of unemployment (26 per cent in 2020), to provide formal jobs, particularly for women and youth, or reverse the trend of large-scale outmigration. Notwithstanding these difficult labour market conditions, there is low level of application of basic labour and OSH standards by employers and workers and frequent cases of serious injuries in the workplace and occupational diseases have been reported. The consequences of poor workplace practice and lack of enforcement of the rules for OSH are multidimensional and require an increased commitment to be placed upon the ministry in charge of labour, labour inspectorate, employers, and trade unions to promote OSH and compliance with labour laws. This project will strive to promote occupational safety and health (OSH) and a well-functioning labour inspectorate. The project will integrate gender issues into its analyses, formulation and monitoring of policies, programmes, and preventive measures to reduce inequalities between men and women in occupational safety and health (OSH). The project has three main goals: 1. Kosovar OSH legislation is aligned with EU Directives and ILO conventions 2. Kosovar labour inspection system is aligned with relevant ILO standards and EU practices 3. OSH management is enhanced by strengthening knowledge management and capacity building The project will be implemented in the framework of the ILO Flagship Programme Safety + Health for All and will therefore benefit from the tools and strategies implemented in the context of this Programme. The ILO will issue an UN-to-UN agreement to UN WOMEN to support the implementation of specific outputs and activities. UN Women is the UN organization delivering programmes, policies and standards that uphold women’s human rights and ensure that every woman and girl lives up to her full potential.
