Promoting apprenticship and on-the-job training for transition to decent work (SDG targets 8.5; 8.6).

In the context of continued support to regulatory reforms on apprenticeships and work-based learning, this RBSA-funded intervention aims at promoting youth employment, including quality employment services for youth on entrepreneurship, apprenticeships and career guidance services. The intervention helps improve implementation of several relevant international labour standards, including the Paid Educational Leave Convention, 1974 (No. 140) and the Human Resources Development Convention, 1975 (No. 142), which Azerbaijan ratified by in 1993 and 1992, respectively. The direct beneficiaries of the intervention are the Ministry of Labour and Social Protection of Population, the Ministry of Youth and Sports, the Azerbaijan Confederation of Trade Unions, the Azerbaijan National Confederation of Entrepreneurs (Employers’) Organization, the State Employment Agency, and the National Tripartite Commission on Economic and Social Affairs. The ultimate beneficiaries are young women and men searching for job after graduation, without particular work experience, as well as other groups of population benefiting from apprenticeship programmes. The expected results include: a regulatory framework for apprenticeship and on-the-job training that is aligned to international labour guidance; workers’ and employers’ organizations that are actively involved in the discussion and development of the regulatory framework on apprenticeship and on-the-job training through social dialogue; and a Tripartite Social Dialogue Council with a stronger role as a platform to host policy discussions on quality apprenticeship and promotion of youth employment.
