Quality Apprenticeship and Lifelong Learning in China - Phase 2
On the basis of substantial results accomplished by the project phase 1, Quality Apprenticeship and Lifelong Learning in China Phase 2 extends to focus on: Theme 1: Improving and consolidating institutional capacity for quality apprenticeship with a focus on social inclusion and sustainable development. Theme 2: Strengthening capacity on skill anticipation and matching for youth employment. Theme 3: Enhancing core skill development in apprenticeship with a strong focus on skills for green jobs. Theme 4: Exchanging Chinese good practices in quality apprenticeship and skills development globally and regionally via the ILO channels. The project adopts a macro-meso-micro approach to provide continuous capacity building at the policy level, institutional level and individual level, including the development of policies and regulatory frameworks with reference to relevant International Labour Standards, institutional capacity building for the government, employers’ and workers' organizations, enterprises and training providers, and capacity building for apprentices. The project pays special attention to vulnerable people who face challenges intensified by the COVID-19 pandemic and the changing work model, including youth with little/no training or education, disadvantaged groups like female apprentices and workers with disabilities, and migrant workers from rural areas in need of skill transition. The long-term impacts of the project are: Responsive, green and inclusive skills development policies developed to adapt to the changing labour market in China; Job-skill mismatch reduced for young people to enhance youth employability and entrepreneurship, especially in the emerging sectors; Reskilling and upskilling of the existing workforce, particularly the rural workforce, strengthened to respond to labour market needs, COVID-19 impact, and climate change; The positive social image and socio-economic effects of apprenticeship and lifelong vocational training promoted and recognized.
